English Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a recent study of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of local authorities are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of playing fields and open spaces to support their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a significant number of councils attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would focus on restructuring services and using savings to manage increasing fiscal pressures.”

Specific Examples of Proposed Sales

One local authority in southeast England said its property management strategy included the sale of a retail complex in Rainham and a community venue in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Financial Strains

The survey of councils in the key cities group, which includes several urban centers, also found that over seven in ten of authorities will have to increase council taxes next spring to cover the growing cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

Medway council said it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but some of these take time to deliver both improved services and cost efficiency,” stated Vince Maple.

He added: “We face population challenges which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently further found council budgets being strained by the increasing figures of children and older individuals needing Send support.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have put off planned reforms to the special educational needs framework until next year after a policy document setting out those reforms has been postponed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” noted the study.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of England. The data highlights the scale of challenges confronting municipal officials across key cities in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of deprivation and demand,” stated a council leader.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

One in five of councils have reduced or weakened social care provision in the last year, the study found.
